Environmental Clearances
Environmental Clearance (EC) is mandatory for industries and infrastructure projects under the EIA Notification, 2006. It assesses environmental impacts before granting approval, ensuring compliance with regulations. The process includes screening, public consultation, and appraisal, with approvals handled by central or state authorities.

Stages in the Environmental Clearance Process
Screening
Determines if EIA is required.
Appraisal
Authorities evaluate EIA reports and mitigation strategies before granting EC.
Scoping
Defines Terms of Reference (TOR) for EIA preparation.
Public Consultation
Seeks input from local communities and stakeholders.
Documents Required for EC Approval
- Project Description (including location, area, water usage, waste management plan)
- Site/Layout Plan
- Proof of Installed Machinery
- Land Ownership Documents
- Identity Proof of Signatory
- Quality Test Reports (if applicable)
- Mitigation Strategy Documentation
- Electricity & Water Connection Proof

CPCB Approvals – CTE & CTO
The Central Pollution Control Board (CPCB) regulates industrial pollution in India under the Water (Prevention and Control of Pollution) Act, 1974, and the Air (Prevention and Control of Pollution) Act, 1981. The State Pollution Control Boards (SPCBs) and Pollution Control Committees (PCCs) issue two key approvals: Consent to Establish (CTE) and Consent to Operate (CTO). These approvals ensure industries comply with environmental norms before setting up and during operation, regulating waste discharge, emissions, and pollution control measures.

Process for ObtainingCTE & CTO
Consent to Establish (CTE)
Industries must apply online via the SPCB portal before operations. Inspection occurs only if violations are found.
Consent to Operate (CTO)
After CTE, industries must submit compliance and pollution documents. Renewals require proof of past compliance and waste records.
CTO Renewal
Ongoing regulatory compliance and periodic environmental reports are required for SPCB approval.
Environmental Compliance
Industries must implement eco-friendly practices and adhere to pollution control norms to maintain approvals.

Documents Required for CTE and CTO
- A filled application form
- Site/layout plan with a roadmap
- Project report detailing manufacturing processes and waste management
- Water and air pollution control measures
- Industry registration and land ownership documents
- Consent fee (as applicable)
Additional documents for CTO include compliance reports, environmental clearance (if required), waste management records, and NOCs from relevant authorities.
